In short

DHA Quetta is the city's main gated scheme, with its head office on the RCD Highway and developed "Early Bird" sectors A1, A2 and A3. Zameen.com's index put the average residential plot asking price in Quetta at about PKR 73.07 lakh in August 2026, across all sizes and localities. Outside DHA, ownership usually sits in the revenue record kept under the Balochistan Land Revenue Act, 1967. Quetta was one of the first districts in the Board of Revenue's land record computerisation project, and a 2022 law created digital service centres called Markaz-e-Saholiyat. Verify the record, the seller's identity and the physical plot before paying anything.

Property in Quetta is a smaller and quieter market than Lahore or Karachi, but the questions buyers face are the same: which area fits the budget, who holds the ownership record, and how to make sure the seller really owns what they are selling. This guide covers the main areas we could verify, what listing portals show on prices, and how Balochistan's land record system is changing.

Main areas for property in Quetta

DHA Quetta

DHA Quetta's official website lists its head office on the Main RCD Highway and shows an interactive map with the Early Bird Sectors A1, A2 and A3. The site lists procedures for sale of land, verification of affidavit, intimation letters, No Demand Certificates and transfer of record, plus a regularisation scheme and a customer portal.

Recent DHA Quetta news has centred on balloting and file conversions. Zameen News reported in June 2024 that holders of 1 kanal files in Sector A5 could pay a lump sum to move to a 1 kanal plot in the Early Bird sectors, and in September 2024 that DHA Quetta held a mini location ballot for Sector A6. If you are offered a DHA Quetta file, ask which sector it belongs to and whether it has been balloted.

Established localities

Zameen.com's Quetta price index lists localities including Jinnah Town, Garden Town, Wapda Colony, Samungli Town, Shaalkot Housing Scheme and Zarghoonabad Housing Scheme. These range from long-settled central neighbourhoods to housing schemes on the city's edges. Older localities usually have services already in place; newer schemes may be cheaper but need closer checks on approvals, access and utilities.

Plot for sale in Quetta: what prices look like

Zameen.com's index averages asking prices on that portal. In August 2026 it showed:

  • Quetta overall (residential plots, all sizes): about PKR 73.07 lakh.
  • DHA Quetta (all sizes): about PKR 74.19 lakh, up from about PKR 60.73 lakh a year earlier.

The same index showed very different averages between localities, from under PKR 10 lakh in some outer schemes to several crore in Jinnah Town. Because these figures mix plot sizes and depend on how many listings exist, use them as a rough guide only. Compare plots of the same size in the same locality, and ask several dealers for recent sold prices, not just asking prices.

A note on size: a marla is not the same everywhere. Zameen's conversion guide uses 225 sq ft per marla, so 1 kanal (20 marla) is about 4,500 sq ft on that basis, but revenue records can use a different marla. Confirm the area in square feet from the record or allotment letter.

Prices are indicative as of October 2026.

Land record in Quetta: how ownership is proved

Outside DHA, most land in and around Quetta is recorded in the provincial revenue record. That record includes the record-of-rights and a register of mutations, maintained under the Balochistan Land Revenue Act, 1967.

Computerisation and Markaz-e-Saholiyat

The Board of Revenue Balochistan says its land record computerisation project was approved in 2017, with Quetta among the first four districts in Phase I, alongside Gwadar, Jaffarabad and Pishin. Its components include a management information system, e-stamping, GIS mapping and digitisation of revenue records.

The Balochistan Land Revenue (Amendment) Act 2022 created the Markaz-e-Saholiyat, a Board of Revenue centre that updates land records through digital processes and gives the public digitised records. Once the Board notifies a centre as operational for an area, a person acquiring land there must report the acquisition to the Markaz-e-Saholiyat official within three months.

In 2023, ProPakistani reported that the Board of Revenue signed an agreement with PTCL to host its land record system and connect facilitation centres, as part of the Balochistan e-stamping project and a Revenue Sahooliyat Centre in Quetta.

Buying safely: a checklist

  1. Get the record first. For revenue land, obtain a current copy of the record and check the seller's name and share. For DHA, use DHA's own verification and transfer procedures.
  2. Match identities. The seller's CNIC must match the record. If someone sells under a power of attorney, verify the attorney document itself.
  3. Visit the plot. Confirm boundaries, access road and that nobody else occupies it.
  4. Check for disputes. Ask neighbours and the area's revenue office whether the land is under litigation or inheritance claims.
  5. Pay through banks. Keep a paper trail and avoid large cash payments.
  6. Complete the mutation or transfer. A sale agreement alone does not change the record.

Overseas Pakistanis should be especially careful with powers of attorney and should verify any document through the issuing office, not a copy sent over messaging apps.
