Apna Ghar & PM Home Loan Scheme 2026: Eligibility and How to Apply
Apna Ghar scheme 2026 explained: loans up to Rs10 million at 5% for 10 years across Pakistan, who is eligible and how to apply through your bank.
In short
Loans go up to Rs10 million for up to 20 years, at a fixed 5% for the first 10 years and the market rate after that. Eligible units: houses up to 10 marla (2,720 sq ft, as Aaj News converts it) or flats up to 1,500 sq ft. Financing can be for buying, building, or buying a plot and building on it. You must not already own a house. Borrowers put in at least 10% equity, and banks finance up to 90%. Apply through a participating bank. Reports differ on whether a central online portal is live, so check with your bank. As of 9 October 2026, Rs426 billion in loans had been approved and Rs76 billion disbursed, against a Rs700 billion target.
The Apna Ghar scheme is the federal government's subsidised home loan programme, officially called the Wazir-e-Azam Apna Ghar Program, also reported as "Ghar Ho Tu Apna". It offers bank financing of up to Rs10 million at a fixed 5% markup for the first 10 years. Prime Minister Shehbaz Sharif launched it on 30 April 2026, and it covers every province, Islamabad, Gilgit-Baltistan and Azad Jammu and Kashmir. This post sets out what is confirmed from official and news sources as of October 2026, and flags what could not be confirmed.
How the scheme got here
The current programme grew out of a scheme launched in September 2025 as Mera Ghar Mera Ashiana. Profit reported its original terms: loans up to Rs3.5 million, two tiers at 5% and 8%, and houses up to 5 marla or flats up to 1,360 sq ft.
On 18 March 2026, Zameen News reported that the State Bank of Pakistan (SBP) had raised the loan cap to Rs10 million and the eligible house size to 10 marla, with flats up to 1,500 sq ft. Borrowers would pay a fixed 5%, with banks compensated at KIBOR plus 3%.
On 30 April 2026, the Prime Minister formally launched the programme as the Wazir-e-Azam Apna Ghar Program. APP and The News reported a five-year plan worth Rs3.2 trillion to finance 500,000 homes, with 50,000 homes and Rs321 billion earmarked for the first year. ARY News in September 2026 also used older names such as "Mera Pakistan Mera Ghar" when describing the same profit-subsidy and risk-sharing scheme, which is why searches for that name lead here.

Who is eligible for the Wazir-e-Azam Apna Ghar loan
Based on the reports we fetched:
- Citizenship and CNIC: a Pakistani citizen with a valid CNIC (Aaj News).
- No house in your name: the scheme is for people who do not already own a house (Profit, Aaj News, The Pakistan Connect).
- Age: applications accepted up to age 65, according to The Pakistan Connect's August 2026 report on SBP criteria.
- Joint applications: up to four people can apply jointly, and older applicants can add children or family members with an income as co-applicants (The Pakistan Connect).
- Overseas Pakistanis: reported as eligible to apply (The Pakistan Connect).
- Income: no minimum or maximum income limit, but the monthly instalment must not exceed 65% of the applicant's income (The Pakistan Connect).
- Excluded: in September 2026 the SBP barred employees of commercial banks, development finance institutions and microfinance banks from using the scheme (ARY News).
Every applicant still has to pass the bank's own income and credit assessment.
How to apply for the PM home loan scheme
Aaj News (4 July 2026) describes an online route: create an account with your CNIC at apnaghar.gov.pk, fill in the form, choose a preferred bank, upload documents and submit. The bank then verifies your identity, income, repayment capacity, property papers and credit history before disbursing.
However, The Pakistan Connect's 2 August 2026 report said applications were being taken through commercial and microfinance banks and that a dedicated online portal was still expected. We could not load the portal ourselves while writing this. The safe route is to walk into a participating bank branch and ask for the Apna Ghar or "Ghar Ho Tu Apna" financing desk.
Documents to keep ready
Aaj News lists:
- CNIC and recent photographs
- Salary slips or other proof of income
- Bank statements
- Employment certificate or business documents
- Property documents, where applicable
Your bank may ask for more, especially for construction finance, so ask for the bank's own checklist.
Applying from any province
The scheme is national: the same terms apply whether you live in Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan, Islamabad, Gilgit-Baltistan or Azad Jammu and Kashmir, and you apply through a participating bank branch wherever you are. For a construction loan, the bank checks the plot's title and building approval. If the plot is inside a housing society, confirm the society is approved by the local development authority and that your plot has possession before you apply. Our guides to LDA approved societies in Lahore and CDA approved societies in Islamabad show how to check.
Progress so far
On 9 October 2026, APP reported the Prime Minister was told that Rs426 billion in loans had been approved, of which Rs76 billion had been disbursed, against a Rs700 billion financing target. The PM asked the SBP to simplify loan approval and disbursement further.
What is not confirmed
- The exact SBP circular text. The SBP website blocked our access while writing, so terms here come from news reports of SBP announcements, not the circular itself.
- Portal status. Reports conflict on whether apnaghar.gov.pk accepts applications. Check with your bank.
- The rate after year 10. Reports say "market rate" but do not give a formula for borrowers.
- Application deadlines. We found no closing date for applications.
Prices are indicative as of October 2026.
